The job in full
Harkness Memorial Park is a $40M–$50M community project at Harkness, in the Melton area of Melbourne's west. Costimate measured stage 1: roads, buildings, memorial spaces and landscape works. The bill of quantities was completed, and it was the winning tender for our client.
The project team is a long one. The client is GMCT, the project manager is CaseMeallin, the architect is Architectus, the landscape architect is ASPECT Studios and the engineer is WSP. The builder is Building Engineering.
Roads, buildings and landscape are three different measurement problems answering to one tender date. Civil works are earthworks and pavements. Buildings are structure, services and finishes. Landscape is planting, paving and drainage. A bill that treats them as one lump is a bill that hides its own risk.
Lump sum leaves nowhere to put an assumption. If a document has not settled something, the price still has to say something about it, so the honest move is to write the gap down as a gap and let the tender team decide what to do with it.
Harkness Memorial Park is on the record for a bill of quantities, trade-specific takeoffs and a risks and scope gap review. It sits behind our Melton page and our Melbourne page.
