The job in full
Barwon Heads Golf Club is a $20M–$30M design and construct project on Victoria's Bellarine Peninsula, and it is the tender we point to first. Costimate measured the full scope and delivered a complete bill of quantities with trade breakups structured for D&C pricing.
Design and construct tenders live or die on scope clarity. On a lump sum job the documents are meant to have settled the argument before anyone prices it. On D&C they have not, and the builder carries whatever the drawings left open. So the useful thing a quantity surveyor can do on a D&C bid is not only to measure accurately, it is to make the shape of what is missing visible early enough to price deliberately.
Our Estimating Manager flagged the risks and scope gaps in the drawing set early. The trade breakups were then structured for the way a D&C builder actually prices: packages let the way the job will be built, so the bill can be split and sent out without being unpicked first.
Every trade was cross checked against our internal QS procedures, and the job was handed over as a package ready for pricing: a structured trade summary, clear breakups, returnable pricing schedules and clarification notes. That handover format is the same on a $3M–$4M job as it is here. It exists so that somebody downstream can read it and price it without ringing to ask what a line means.
The clubhouse itself is a low shingle clad building sitting behind the dune grass, with a dining room that runs to the fairway. The photography on this page is by Timothy Kaye, via BVC Projects.
Barwon Heads is on the record for a bill of quantities with a risks and scope gap review in front of it. Hospitality work on the register also includes the Garden State Hotel on Flinders Lane.
